How to they deal with issues of Child Molesters or Rapist that are not witnesses? If a man rapes a witness that is not a witness, do they report it to the police or cover that up too? If there child is molested say at school, does the two witness rules apply?

If a JW child is assaulted by a non-JW the parents are urged to contact the police. Interesting isn't it, but if the alleged attacker is a JW its hush hush time. Hypocrisy at its finest.
