Hmm - I think Kasumi - she looks like she could do some serious damage with those fingers lol!
Oh and she also looks more in control of her mental abilities - a very important weapon to have.

Kasumi has a tiny head, and large fingers, she's probably suffering from some genetic abnormality. My vote goes to Chun Li.
