    There are two thoughts on the operation of the New Covenant that have been a matter of discussion between Bible Students for a long time. Going back to earlier times Charles Russell put forward the thought that the New Covenant was in operation from the time Christ ratified it by His sacrifice on the cross. Charles Russell later changed his thought to be that New Covenant would not operate until all the members of the "Church" were sanctified, that is that believers in this age are under a covenant of grace.

    Brother Henninges, and others, went along with this idea for a while until they realized that this understanding could not be the truth as Christ only could give the sacrifice required to redeem man. In the first edition of the "The New Covenant Advocate and Kingdom Herald" published in 1909, Brother Henninges made a formal apology (page 14) to any he may have misled.

    In 1908/1909, E.C. Henninges, the Australian Branch Manager of the International Bible Students Association, and M.L. McPhail, Pilgrim for the IBSA and a members of the Chicago Bible Students, withdrew their support causing the second largest split in the Society's history (the largest being that of 1917). He produced a monthly journal The New Covenant Advocate and Kingdom Herald and numerous books, booklets and tracts. After Henninges death, his work continued on for some years, the magazine folded by 1944. The New Covenant Fellowship in recent years have begun publishing again, making available the writings of E.C. Henninges and newer booklets and books, including The New Covenant News, a quarterly magazine of some 20 pages. The Christian Bible Students of Melbourne, Australia, make up the largest Bible Student group in Australia. In recent years there has been a resurgence of New Covenant believers rallying under the new leadership of the Christian Millennial Fellowship.
