Discombobulated Watchtower reasoning is never very clear exactly what being born again really entails.
Being "born again" to my mother's religion was to be baptised in Jesus' name. She had all of us baptized in his name. It gave her peace of mind. I guess that's why most churches baptize children as soon as possible.
It means that the annoited will get some special notice from Jehovah that they are going to go to heaven.
Yes, they apply this scripture only to the annoited
Witnesses teach that this is for annointed only as they believe only they will see the literal kingdom of God in heaven. The rest of mankind will just benefit from this kingdom or government as it rules over the earth.
Jesus, of course, makes no distinction between people in the 3rd chapter of John. It is a man made distinction, meant to deny the grace and forgiveness offered freely through Jesus and the Holy Spirit. When you read the entire chapter, it is very easy to understand and compelling. It takes a lot of work to convolute it into two classes of Christians.
