On December 26, 2005, the National Human Rights Commission (NHRC) in Seoul officially recommendeda system of alternative service that would allow for harmonious coexistence of the right of conscientious
objection and military service. Earlier this year, a ruling of Korea's Supreme Court was accompanied
by an opinion in which six of the justices encouraged the instituting of legislation for a system of
alternative service.
