    Sometimes, when I make some generalized analysis, some seem to go off on errors made. I have always admitted that what I write on this is subject to error, given the lack of availablity of hard data. But, my goal was to only show that the problem is comparitively not small among JWs; and the fact that the Watchtower covers up the problem of molestation among their ranks, makes it far worse. This is because the Society does not take any proactive steps to turn pedophiles over to the authorities, many more victims are created that COULD hasve been prevented ... and That is the sin which their religion cannot escape. It is this issue of WTS policy contributing to the increase in total victims that makes them as reprehensible or more so that the Catholic Church.

    The Observer
    Pedophile Denning, is writing a book in defence of his relationships with under-aged boys. Despite the protests of friends, who fear they will be implicated, he plans to publish the book in Europe and hopes it will also be distributed in Britain.
    Denning, the man credited with the discovery of 70s pop group the Bay City Rollers, was a best friend of convicted pop impresario Jonathan King. He now lives in exile abroad. In Britain he is wanted for a series of alleged child sex offences. He served three-and-half years in prison in the Czech Republic for the sexual abuse of young boys, but left Prague last November after a failed attempt to extradite him to Britain.
    King's name was mentioned by one of the boys involved in the Czech prosecution, which led to the investigation of King by Surrey police last year.
    Denning, 60, comes from Bracknell, Berkshire and was one of Radio 1's original DJs in 1967. He now plans to write an 'honest' account of his life. In this country he has convictions for sexual assault, gross indecency and child porn, dating back over three decades, and is alleged to have been involved in a child abuse ring with several other well-known members of the entertainment industry.
    News that he is writing a campaigning book has provoked a strong response among Denning's friends, he says. He told The Observer : 'Some of my friends are strongly against the idea.'
    Tomorrow night Denning will appear in a controversial Channel 4 documentary about Jonathan King made by the journalist Jon Ronson. Ronson interviewed Denning after his release from prison in Prague.
    Another friend of King, the songwriter and record producer Steven Jolley, was jailed for 18 months last year for indecently assaulting a 12-year-old boy.

    Child Victims

    An average of 5.5 children per 10,000 enrolled in day care are sexually abused, an average of 8.9 children out of every 10,000 are abused in the home
    Source: Finkelhor & Williams, 1988.

    **************************************************************************************

    Offenders who served time for sexual assault were 7.5 times as likely as those convicted of other crimes to be rearrested for a new sexual assault. Approximately 8 percent of 2,214 rapists released from prisons in 11 states in 1983 were rearrested for a new rape within three years, compared to approximately 1 percent of released prisoners who served time for robbery or assault.
    (I added this it was not in the statistics)
    IT IS obvious and has been for years now that our Judicial System is well aware that when they let the offender go “WHEN” not if, they will more often then not ASSUALT another or the very same victim again. They will make sure that they don’t get caught though next time. 8% get caught. Who knows what happened to the victims of the ones who didn’t get caught. Or maybe they are not incarcerated as sex offenders the next time maybe they got bumped up to murder.
    *******************************************************************

    Addressing the mandate of the National Child Protection Act of 1993, which called for a study of offenders who committed crimes against children, this study found that:
    1 in 5 violent State prisoners (about 65,000 offenders) reported a victim under age 18;
    Older violent inmates were substantially more likely than younger inmates to have victimized a child; and
    8 out of 10 prisoners convicted of sexual assault had committed their crime against a victim under age 18.

    Two-Thirds of Sex Offenders in State Prisons
    Victimized a Child

    For offenders imprisoned for violent crimes against victims younger than 18 (1991):
    Almost 10 percent were convicted of murder or manslaughter of a child;.
    Fifteen percent were convicted of forcible rape;
    Fifty-seven percent were convicted of other types of sexual assault (statutory rape, lewd acts or forcible sodomy, etc.);
    Approximately 10 percent had beaten or threatened their young victims;
    About 30 percent reported attacks on more than one child;
    Children younger than 18 were the victims in almost 20 percent of the violent crimes; and
    More than half of the child victims were 12 or younger.

    Inmate interviews in 277 prisons in 45 states, conducted during 1991, revealed:
    Of all prisoners convicted of rape or sexual assault, two-thirds victimized children;
    Three out of four child victims were female;
    Offenders typically preyed on children they knew, not strangers;
    Eighty-eight percent had a prior relationship with their victims;
    Prisoners convicted of attacking children were mostly male (97 percent);
    Almost 70 were percent white;
    Sixty-four percent were married or divorced;
    Child victimizers were generally five years older than those who victimized adults;
    About 22 percent of the child sex offenders reported having been sexually abused themselves during childhood; and
    Three out of four prisoners who victimized a child reported the crime took place in their own home or in the victim's home.

    Corruption and abuse
    Corruption and abuse are linked, corruption is the breading ground of abuse, corruption happens because the public allow it to. Therefore the public has a collective guilt concerning abuse. Abuse is covered up because complaints are placed in peoples files and not answered, vulnerable people who complain have recourses taken away from them and organisations, which are meant to care for people, are not accountable to the people they are supposed to help. These are some of the reasons that abuse happens, the public allows this because it does not wont to take responsibility for people in need of care.
    Some times abuse story’s hit the headlines and the public is alarmed. Major inquires are done at huge public expense. Sometimes even big international insurance companies have been found to have prevented investigation into child abuse. However the company usually changes its name and no criminal charges are brought. Very little, if anything, is done for the victims but the public are satisfied. After all lengthy reports are done and we are assured things will change.
    Zurich Municipal and the North Wales Child Abuse Inquiry.

    Municipal Mutual Insurance company was found to have stopped an investigation into child abuse at social services children's homes in North Wales, so they wouldn't have to pay compensation claims.

    Meanwhile children continued to be abused.

    The matter was revealed in the Watrehouse report about the scandal yet no criminal charges where brought against Municipal staff. This clearly shows the UK's attitude to it's vulnerable members of society and their human rights. The insurance company Zurich Municipal, took over Municipal Mutual Insurance after its financial collapse.

    'They used to make us run through a line of showers naked. One of the showers was boiling hot and the other was freezing cold. This would go on for an hour at a time. If we slowed down, we were whipped' He saw a member of staff rub his friend's face in the shards of a light bulb which he had accidentally smashed. 'He was one of my best friends. He hanged himself when he was 27'.

    At least 12 victims have committed suicide, one has been convicted for murder and hundreds of others say their lives have been destroyed by the abuse they endured.
    'I am very disappointed,' said Steve Messham for North Wales abuse survivors. 'The tribunal made us relive the abuse we had suffered, but for what? We have had no help, support, counselling or compensation'.

    Many abuse survivors experience post traumatic stress disorder but go undiagnosed and untreated by psychiatry. The problem is not recognized because diagnosing it will lead to legal cases against institutions that abuse people. By ignoring the issue of abuse it remains hidden. Instead Psychiatrists write reports about people's personality and this means that society doesn’t provide proper treatment facility for the victims.

    Gary Glitter, AKA Paul Gladd, and child pornography.
    "Some were as young as two years old.Some images showed children being tortured."

    Saturday November 13, 1999.

    The glam rock star Gary Glitter received a four-month prison sentence, after pleading guilty to a string of child pornography charges.
    Sentencing Glitter, Mr Justice Butterfield said "This is not a victimless crime. The victims are the little children whose images you wished to view. Without the ultimate consumer, men like you prepared to pay for this material, there would be no market for this filth."
    John Royce QC, prosecuting, said: "The investigation demonstrated that he had an appetite for child pornography that was bluntly voracious.
    "He spent literally hundreds of hours logged on seeking out material of the sickest kind." He was often logged on for six or 12 hours at a time.

    Dressed in a dark blue suit and wearing the bouffant pony-tailed wig he uses to hide his baldness, Glitter bowed to cheering supporters in the public gallery as the last of the not guilty verdicts was read out by the jury foreman.

    I recently read that paedophile Gadd was planning a "comeback tour."

    The Guardian News Paper
    Sunday January 7, 2001.

    An epidemic of internet child porn is sweeping the country, according to police and probation staff, including live action of children being abused.
    An Observer investigation has revealed that most offenders are not considered as paedophiles by the courts and commonly receive light sentences, some as lenient as 80 hours' community service

    Police operations have revealed a network of computer-literate offenders, each with tens of thousands of pictures and videos of children as young as two.

    Lee Moore, of the Association of Child Abuse Lawyers, said the courts still refused to recognise that child porn was abuse:

    The Guardian. Tuesday January 22, 2002

    Marc Dutroux, the Belgian electrician accused of kidnapping, raping and murdering four young girls in the mid-1990s, has claimed that he did not act alone but was part of a wider paedophile network.

    The horror of his alleged crimes brought 350,000 people on to the streets of Brussels in 1996 to condemn the police and the justice system, which were widely perceived to have bungled the investigation.

    And now in an unauthorised interview with a TV journalist who masqueraded as a politician's chauffeur to gain access to Dutroux's prison cell, Belgium's most hated man has alleged for the first time that he procured girls as young as eight for "the network".

    His comments have caused uproar in Belgium where the victims' relatives have long claimed the existence of such a network and alleged that its activities were covered up because senior politicians and policemen were part of it.

    "A network with all kinds of criminal activities really does exist," Dutroux told VTM, a Flemish TV station. "I maintained regular contacts with the people who made up this network. But the authorities don't want to look into it."

    The Times
    Friday Febuary 01 2002

    SHAMED by the Marc Dutroux paedophilia scandal, Belgium watched aghast yesterday as another lurid child sex trial opened on its territory.

    Nineteen people living in or near the picturesque Ardennes village of Sainte-Ode appeared in the dock, charged with having sex with a 12-year-old girl and other minors.
    The accused include the girl’s father, 37, who ran a bar and offered her to other men for money, and the village doctor, 44, who has four children of his own. There were at least six other victims, including the girl’s baby sister.
    The police have seized dozens of explicit and incriminating photographs from the home that the father shares with his girlfriend, a prostitute, in the shadow of a whitewashed village church. Most of the accused have admitted their guilt, but few villagers want to talk about the dark goings-on. The small courthouse in the nearby town of Neufchâteau was packed as the proceedings opened.

    The girl’s father tried to kick photographers as he was led inside. The case once again focuses attention on Belgium’s paedophilia problem.

    A month ago the police uncovered a Franco-Belgian child sex ring and are still searching for the body of a young North African girl whom they believe was sold to the ring, then murdered. It is the infamous Dutroux case that has really tarnished the nation’s reputation. Dutroux was arrested in 1996 on charges of abducting, raping and killing four girls, two of whom starved to death in makeshift dungeons beneath his house. Dutroux was already on parole for abduction and rape.

    More than five years later he has yet to stand trial and rumours abound of a conspiracy to protect some important personages. In a recent clandestine interview Dutroux claimed that a child sex network still existed in Belgium and that the authorities were ignoring it.

    Sainte-Ode is a tranquil village of 2,216 inhabitants that sits amid wooded hills on the banks of the Ourthe River in a conservative and traditional corner of southwestern Belgium.

    There, from the age of 12, the girl known as “C” was allegedly forced to have sex not just with her divorced father, Pascal, but with a string of other men who visited their home, including a local forester, a car mechanic, a telephone technician, a lorry driver, an antiques salesman and the family doctor, who strenuously denies the charges against him.
    “They did it with the woman or the daughter, whoever was at home,” the newspaper La Dernière Heure proclaimed.

    After two years, the girl’s mother went to the police. Her father is also accused of sexually abusing his two other daughters, one just a baby

    His girlfriend, Murielle, 30, the prostitute, is accused of aiding and abetting him. The father blames his partner for the sexual perversions that took place beneath his roof, while she claims that he was a violent drinker who forced her to help him.

    Other accused claim that the couple trapped them.

    Sainte-Ode is a place where everyone knows everyone.
    Most of the villagers were aware that Pascal had a conviction for pimping and that Murielle was a prostitute.

    A small, thin woman, she placed advertisements in local newspapers and used her curtains or a flower pot to signal her availability. The villagers vehemently deny any knowledge of the child sex ring. “The girl was always happy,” Jacques Pierre, the mayor, told the Belgian newspaper Het Niewsblad.

    “When I was a teacher I more than once came across victims of incest.

    The kids were scarred. With “C” you saw nothing. “The people in the village have nothing to reproach themselves for. Shame is not appropriate here.” Laura Hay, a resident, said that everyone was shocked when the scandal first broke. Murielle continues to live in the village, most wives of the accused have stuck by their husbands, and journalists are not welcome. A young Dutchman who has taken over the village bar said: “Nobody says anything here. That’s the problem ... In this closed community sex is something that has to be done secretly ... This secretive way of life sooner or later leads to excesses.” The trial is expected to last seven weeks

    Interesting thread. I don't have quote sources, but some interesting statistics about this issue:

    1. In a study of 20 death row inmates, not all were sexually abused as children (which surprised researchers). All 20 were from violent family & childhoods. Violence breeds violence and can (apprarently) be more likely to produce violence than sexual abuse in an adult.

    2. A daughter of a woman who has a live-in boyfriend is 6 times more likely to be abused by that boyfriend than by another male, whether father or not-live-in boyfriend. Guess familiarity does breed contempt.

    3. At least from what I've read, if a child kills his parent/parents, look to the parents (father first) for incest. In an alarmingly large percentage of cases, it will be found. Many times the kids (usually the boys) will strongly deny the incest as it's so degrading to them - they'd rather go to jail for the rest of their lives.

    This is rather depressing..........but necessary information. Hope more add more information.

    Since most States do not require the mandatory reporting of claims of sexual abuse, does not that make all of these States "guilty" by the same reasoning you use? And since the 02-02 letter clearly states that victims are not to be discouraged from going to the police, are victims who for whatever reason choose not to go to the police guilty also?

    You are overlooking the fact that both the Society and most States allow the victim to choose to go to the authorities or choose not to go. And IMO, it is the majority of victims that do not go to the police. I think understanding why this is the case is important, and that many victims would not necessarily be in favour of mandatory reporting of these crimes. Mandatory reporting of crimes might force many victims not to seek ANY help at all, which would not be in their best interests.

    Hi Pathoforms:

    I guess I would be "brother Some" among others that have pointed out errors in your analysis of the subject. But if your "goal was to only show that the problem is comparitively not small among JWs", merely posting statistics based on speculation and not "hard data" is not sufficient to prove your point.

    What errors have you pointed out, other than to allege errors and "wild specualtion" for which you fail to cite what specifically it was ... except for when I admit that not all the data is hard data. The data used initially was a fairly comprehensive Poll taken. I am not into "WILD" specualtions. Based on the Poll, which is a good cross-section of JWs (now ex-JW) across the USA, there are an average of 1 pedophile for every 2 congregations ... given there are over 11,500 JW congregations in the USA ... then 5,300 pedophiles is a realistically number to arrive at.

    "Since most States do not require the mandatory reporting of claims of sexual abuse, does not that make all of these States "guilty" by the same reasoning you use?"quote]

    First, your statement is incorrect about the number of states. 38 States have mandatory reporting requirements, and 22 do not. Oregon, for example had mandatory reporting for clergy until the 1999 revision of the ORS.

    Second, those states that do not require mandatory reporting are guilty of incompetance. What if a state legalized murder or bank robbery? Does that make it morally right? No, it just means they will not prosecute for those crimes. It would be incompetant for those states ... even criminal ... to legalize what is morally wrong. Likewise, with failing to report pedophiles.

    "And since the 02-02 letter clearly states that victims are not to be discouraged from going to the police, are victims who for whatever reason choose not to go to the police guilty also?"
    What an absurd and ignorant thing to say. Oh so the Watchtower is okay because it now does not "discourage" victims from going to the police! Wow-wee!!! How Big of them!!! For decades they discourage victims, at times with fear of being DF'd!!!

    And what of vicitms who do not go to the police? No, that does not make the victim guilty of anything. Fear and shame are the big factors, and many just want to forget it ... until they one day realize that the bastard pedophile needs to be brought to justice ... this is also one reason why several states, new York State included, are looking at abolition of the Statute of Limitations, or greatly increasing the time that a victim has to report ... I think up to 18 years in the proposed law in New York.

    Why? because victims take years to come to terms with the crime, and may need a lot of time to bring it out into the open, overcoming fear, guilt, shame, denial, etc.

    "You are overlooking the fact that both the Society and most States allow the victim to choose to go to the authorities or choose not to go."
    I am not overlooking this ... it was just not a part of my comments, as I was trying to keep them shorter.

    "And IMO, it is the majority of victims that do not go to the police. I think understanding why this is the case is important, and that many victims would not necessarily be in favour of mandatory reporting of these crimes."
    I have no information on this, except that more and more victims are stepping forth because our culture is finally bringing about justice. It is groups like the Watchtower that are way behind the compassion and justice of the rest of the world.

    "Mandatory reporting of crimes might force many victims not to seek ANY help at all, which would not be in their best interests."
    I doubt that. You would need to elaborate on why this is the case.

    THAT IS A BLATANT AND FLAGRANT LIE!!!

    There are more people than I can count that can tell you otherwise!!!

    Are you calling all of us LIARS!!! Hundreds of men and women and children are liars????

    J.R.Brown bragged in public that pedophiles are protected under church law. More than once; more than twice!!!

    AMAZING HAS OVERLOOKED NOTHING!!!

    By protecting pedophiles since at least the 1980's I believe (I have to check specific dates) they have created a pedophile haven.
    THAT is the reason that the numbers are so high. Almost unbelievably high--because of Society policies is why they are so high.

    You might benefit by listening very carefully to what Bill Bowen said in his interview with Meria Heller...(paraphrased)

    "If I were a pedophile I would become a Jehovah's Witness just as fast as I possibly could". The reason? The pedophile is protected and the VICTIMS are punished.

    THAT'S WHY THE NUMBERS ARE SO HIGH.

    I attended the Ritzville Trial along with many others. I KNOW what I heard and saw. As of last August of 2001 victims were still not free to go to the authorities. Period.

    I would respectfully have to disagree with you Dungbeetle. There is nothing to prevent victims from going to the police if they wish to. Perhaps in the past some elders wrongly influenced individuals not to go to the authorities, but the Society clearly condemns these actions presently. The Society in the 02-02 BOE letter clearly states that no one is to be discouraged from going to the authorities with regard to these matters. This letter is easily accessible. If you have more information that is more recent than this, I would love to see your evidence.

    Hello Path:

    I'm afraid I must disagree with you on this particular detail:

    There is nothing to prevent victims from going to the police if they wish to. Perhaps in the past some elders wrongly influenced individuals not to go to the authorities, but the Society clearly condemns these actions presently.
    The question is: who do they clearly condemn these actions to? It would seem they have provided "official" instructions on this to the elders, but are there specific and clear communications to the rank and file witnesses that no pressure should be put upon victims to remain silent? I am not aware of any, and very few average witnesses will ever have access to BOE letters.

    The fact is, there is still a pervading culture of pressured silence within the organisation. The Watchtower's work in this regard is largely done, and the average witness will a) never hear these new guidelines, and b) knows full well how to "interpret" them into Watchtower-speak should they hear them.

    Some BOE letters to elders to cover their butts for legal reasons simply isn't good enough, I'm afraid.

    It is true they should certainly make these things more clear to their members. On the other hand, if a parent who has a child who has been molested does not take that child to see a doctor, there is something wrong.

    Any medical professional will likely contact the police to make sure the abuse did not happen in the home, and the authorities would be contacted in this way.

    The difficulty surrounding these molestation cases appears to be mostly when individuals recall incidents from their childhood years and consider taking action several years later.

    If these individuals would like to consider going to the authorities, nothing prevents them. They can pick up a phone or walk into a police station. The Society in no way will restrain them or prevent them from doing this. For all of these arguments to stand up in a court of law, an individual will have to PROVE the Society or their representatives restrained them in some way from contacting the authorities. I believe in most cases this will not be an easy thing to prove.

    Due to the clear and plain language used in the 02-02 BOE letter, no elder or representative of the Society would prevent an individual from going to the authorities.

    Victims of abuse rarely go to the authorities whether they are Witnesses or not Witnesses. The reasons why they do not go to the authorities have little to do with the congregation. The reasons have to do with the nature of the crime itself.

    I think we'll just have to agree to disagree on this. I think saying that "nothing prevents an individual going to the authorities" is in the same class of statements as "disfellowshipping does not break family ties." It's true in one way, and false in another way.
