It has often been discussed here how the NT often selectively quotes OT passages as they appeared in the LXX rather than the Hebrew to tease out meaning that was not intended by the authors. Eph 4:8 appears to be an example of similar selective extraction but in this case from Aramaic Targums. The quote is from Ps 68:18. The Hebrew and LXX read that god "receives gifts from men" while the Targums (Aramaic paraphrases of OT) and Peshitta read God "gives gifts to men", only this latter wording supports the argument being made by the author of Ephesisans.
