I can't get over the "sure, we report when required by law". Any excuse to not report is a cop out. The victim doens't want to move forward? Fine, their choice - but a paper trail has been started for other victims, and for when the reluctant victim finally gets off their arse to do the right thing.
And the way they report even when they do - anonymous from an anonymous number! Authorities can't even make a report based on that.
